Applications must be submitted at least 20 days prior to the day the expat begins working.
Employers of the foreign worker must provide all necessary information on the person and explain why their services are needed.
The ministry must respond to applications via email within 12 days of receipt. Rejections must be accompanied by a detailed explanation.
According to the Vietnam News Agency, MoLISA has reported that the number of foreigners working in Vietnam has increased significantly over the last decade, from 12,600 in 2004 to more than 83,500 in 2015.
Chinese workers make up 30.9 per cent of the foreign workforce, with 25,700 people, while those from South Korea number over 15,300, Taiwan more than 10,700, and Japan over 7,900.
Ho Chi Minh City is home to the largest number of foreign workers, with more than 20,300, accounting for 24.3 per cent, followed by nearby Binh Duong province with more than 12,000 (14.4 per cent), north-central Ha Tinh province with 7,000 (8.4 per cent), Hanoi with 6,386 (7.6 per cent), and southern Dong Nai province with 6,205 (7.4 per cent).
